Software Needed for Online Forms Which Dates All Entries Viewable by Anyone Right Clicking the Info

The other day, I talked to a fellow startup entrepreneur from Silicon Valley, we both noted that it was quite unfortunate that there are so many white papers and research papers which are readily available online, however many of them are not dated. It's nearly impossible to cite a research paper which hasn't been dated, and still follow the proper formatting required for preparing scientific work. Worse, the problem is growing and many of the companies which sell research papers online are now not putting the dates on them - because perhaps they figure they can sell more if they don't? Hard to say, but let's talk anyway.
Although, they deny this reality, and only leave the date at which time the research paper was put into their depository, it is something that I have noted. Another challenge is when people go to seminars and symposiums bring with them their research paper for the event, but they get separated out and all this material ends up in the search engines; Google Scholar for instance. Of course, the problem doesn't just stop there, often online articles appear with good content, quality information, and data that is worth citing however, many of the online article directories and other online venues wish to keep the content Evergreen, and therefore not put a date on it at all.
Perhaps, in the secondary challenge we might be able to solve it by creating software, or coding which dates all of the entries onto any form on the Internet with a date, when it was posted. Is my contention that this information should be available to anyone who right clicks the mouse, and it should appear at the top of the source code, or in the actual drop-down menu for right-click. If that happened it would alleviate half of this dilemma, and it would be up to the scientific community to insist that all research papers, reports, and white papers be labeled with a date, perhaps even on every single page in the lower right-hand corner.
Some would say that that doesn't make sense because we have a standard format for scientific papers, actually we have several, most all of them state that the date should be provided, however, if they are put into a journal the date is actually on the journal, not the actual paper in many cases. That's just the wrong way to do it, and it's time that we upgrade the scientific formatting and criteria for publishing research papers for the digital information age. There's no reason we can't have coding which gives away the date regardless if the researcher or author failed to post it. Indeed I hope you will please consider all this, and perhaps think of other ways to solve this challenge.
